The 3c5x9utils package (afaik) will only report the resources being
used. Chances are good though if it doesn't report the irq, the card
will not work or be worth the trouble. The 3c5x9cfg.exe utility can be
found on google and it will set the resources and test the card eeprom.
It is a must have utility if you use lots of 3c509 cards (or even one).
