emacs and ncurses

Am I right to assume that emacs can't run an ncurses-based program
properly?

Sample tcsh session from within emacs:
alpha:~/GNUstep> ls
m1;34mDefaultsm  1;34mLibrarym
alpha:~/GNUstep> 

Sample ash session from within emacs:
$ ls
Defaults  Library

If not, is there a config option I should set? Or am I doing it
wrong. I'm think of using emacs as an operating system.
