Yes.

You are wrong here. IPmasq method does not require this. Network
IP assignment rocedure for most LAN requres to use one of the few IP
ranges to be used.

Yes. All you need is run dhcpd (There is few packages) on LAN CARD
which is connected to your LAN.
For example my gateway machine gets its IP from Cable ISP's DHCPD. That
is for eth0:.
My LAN has few fixed IP (at least your gateway machne and servers need
to get fixed IP). I use 192.168.1.0/24. So my gateway is 192.168.1.1.
IP range 192.168.1.100-192.168.1.200 is provided to DHCP client. This
is all configurable. Good luck reading HOWTO and manual page.
