What preferences? In the apt-howto there is a mention of
/etc/apt/preferences (which doesn't exist on my system) but all it talks
about is downgrading.

'apt-cache policy' shows everything as 500. The only potato entries in
my sources.list are to security.debian.org. All the other entries are
for 'testing'.
