I use www.csoft.net as my v-host ISP for my hobby domain.  One can
"ssh" into the pop server (Linux or OpenBSD).  Secure as you wants :) 

But mail to ISP is sent as clear text over SMTP, so I never bothered.

If you are thinking about accessing personal mail from the work (next
job oppertunities ?), what you described may make sense.  Any web mail
over https connection may be good enough.

Oh, check out www.hushmail.com   This may be what you wants.  It also
has PKI encripted mail service.
