Depends on what exactly you want to do. If you want to host a mirror
of the latest versions of your packages (or a full mirror of debian),
take a look at the apt-move package. It looks like it should do a
pretty good job of that.
If you want to maintain an archive containing only selected versions
of debs, apt-move isn't, IMO, a very good choice, so I've thrown
together my own script for handling this case. It's not very clean
and will likely misbehave in some circumstances, but you can contact
me for more information about it if apt-move isn't quite what you're
looking for.
