Which file transfer mode did you use and are you using?
  FTP vs. HTTP

FTP can resume partialy downloaded file transfer.

HTTP can not resume partialy downloaded file but faster and easy on IP
masquerading.

APT (so does dselect working on APT)can choose either transfer format.
This may be your cause.

Check /etc/sources.list content.  "man apt-get" for more info.

Or run from root:
 # apt-setup
(This automatically set apt to HTTP)
