First install new woody "apt". Then "man apt_preferences"
Also "apt-howto" in woody is good for reading.
For your needs, /etc/apt/preferences shall be;

But since Debian is alredy in freeze mode, I track unstable while
locking few key packages to testing using follows: Cheers :)
