im not sure why but there are 2 different settings for
timezone. one is /etc/timezone and one is /etc/localtime
haven't tried to determine what the difference is. but
for pacific time here is what mine looks like:

it-wa:/etc# cat timezone ; ls -l localtime
America/Los_Angeles
lrwxrwxrwx    1 root     root           39 Nov 17 18:02 localtime ->
/usr/share/zoneinfo/America/Los_Angeles
i changed a potato system from UTC to PST by changing only
those 2 files. then i ran ntpdate against my internal ntp
server to make sure it was updated..and ran hwclock --systohc
to synch the clocks.
