FWIW I've also been trying to compile 2.4.x kernels with athlon 
optimizations. The compile mostly succeeds (with make-kpkg), but like 
you mentioned, the kernel would not boot properly. (It seems) I've 
finally succeeded with 2.4.13:

alpha:~$ uname -mnrsp
Linux alpha 2.4.13-k7aki1 i686 unknown
alpha:~$ grep K7 /boot/config-2.4.13-k7aki1 
CONFIG_MK7=y
alpha:~$ uptime
 07:55:33 up  7:01,  2 users,  load average: 0.02, 0.01, 0.00
