There is no missing symlinks because Debian doesn't do such hackish
practices to begin with. Symlinks are not the Right Thing (TM) to do to
manage header libraries; the "-I<dir>" option to gcc is. You should
really read /usr/share/doc/kernel-package/README.headers. It is both
enlightening and correct. ;-)
