Thank you. I found only two "tr" files: one in /etc/X11/xkb/symbols/tr and the other, actually a directory, in /usr/share/locale. So I decided that before jumping to conclusions I would reinstall textutils, using "apt-get --reinstall install textutils". After doing this, I had no problem with fully installing locales and the package that had originally alerted me to this problem.
