Does frame buffer only work with sepcifc video cards?

I started to enablee framebuffer, in a new kernel I was building today, but
I was confised about whether it was supported only on specif video cards.

Is it general purpose, with optimizations for certain video cards, or is it
only supported on the short list in the kernel config?
