Your best bet, other than buying a Posix subsystem for Win, is to hope
it is written a portable, or relatively so, language: Java comes to mind
followed by Perl and Python.

That's a loaded question. It really depends on the way the code is
written. What language is it written in? If it's graphical, what
toolkit does it use? Does it use fork()'s? Depending on the
answers to these questions, it could port with little/no changes to
the code, or it may require a complete rewrite.
