Unless I'm mistaken, X can (and does) use pcf fonts directly.  For instance,
look at the files in /usr/lib/X11/fonts/misc/.  My guess is you need to
create the appropriate fonts.dir and fonts.alias files, and add the path
to the font for the X server (xset +fp /foo/bar/baz).
