This is a known bug and has been reported.

As for those 2, perhaps you should run
apt-get install tetex-base tetex-extra
once more?
Could it be that you got it not to configure properly due to a previous
package which was not installed cleanly? Can you post the entire
session of apt-get install tetex-base tetex-extra to the list?
