Judging from the filename, I'd say you've downloaded a patch, not a
package. Under debian, the most straightforward way to install f2c
would be to log in as root and issue the command
apt-get update && apt-get install f2c
Once it's installed, use
man f2c
to read the online manual and find out how to use it.
