Thanks,  that works for me.  
(dpkg -i locales_2.2.4-1_all.deb libc6*2.2.4-1*.deb)

For the record,  I managed (alien) to install galeon.  It crashed on
Slashdot.org when javascipt is on.  Problem is Date().  Now,  with the
downgrade of libc6, everything works fine.
