I can't tell you who is doing it, but I can tell you why...  In mbox
format, the start of a new message is traditionally recognized by the
presence of a line beginning with the sequence "From ".  One
technique which has been used to avoid problems with messages which
contain lines in their bodies which begin with those five characters
is to put the > in front of it.

I suspect that this is probably being done by "helpful" software on
some intermediary machine, most likely either the sender's or your
ISP's, as I use exim and mutt and have used fetchmail in the past,
but don't recall ever actually seeing this happen.
