I use:

  dpkg --fsys-tarfile foo.deb | tar xOf - filename | less

The filename is usually of the form ./foo/bar/baz, but in packages
dating from a year or two ago (some packages in potato, at least) it
used to be of the form foo/bar/baz (no leading slash).
