I believe Debian's .config are found in the kernel-image*.deb packages and not
in the src packages. After all, the maintainer of the kernel source package
can not tell in advance what one actually producing the kernel will prefer to
have.

[05:35:37 tmp]$ dpkg -S /boot/config-2.2.19pre17
kernel-image-2.2.19pre17: /boot/config-2.2.19pre17
[05:36:36 tmp]$
