console kbd layout is wrong, what's the new kbd command??

Hello!
my coonsole is wrongly configured, there are lots of key missing....
(i have a german kbd and some keys as 'ß' etc are missing)

years ago when i messed around with kbd cosnole layouts there was a kbd
command, that command seems to have disappeared.... foudn out that the
stuff is somehow regulated by console-tools, but couldn't find out how
to customize that stuff....
