GNATS holds its database files under that user and accesses them via
`gnats' setuid programs and/or programs run by an Internet superserver
under `gnats'. Though it's hardly a common setup nowadays, the database
can be shared (i.e. mounted, either r/o or r/w) by several machines,
AFAIK nothing prevents this at least. This is, I *guess*, the reason
why the uid is static.
