The default value of this boolean is on. I think your best bet is to
leave it on and make sure that mutt knows you're subscribed to this
list with a 'subscribe' statement, like

subscribe debian-user

See the mutt manual for more help with that. Basically, it's a
space-separated list of patterns of addresses of mailing lists you're
subscribed to. Mutt does the rest to help ensure that you don't get
list reply mail duplicated (but people whose mailers don't understand
Mail-Followup-To might still botch it up).
