Here's my lilo.conf which works for 2.4.5. Hope this is of some help:-
boot=/dev/hda
root=/dev/hdc3
install=/boot/boot.b
map=/boot/map
vga=normal
lba32
read-only
image=/boot/vmlinuz-2.4.5-686
root=/dev/hdc3
label=Debian2.4
initrd=/boot/initrd-2.4.5-686
