dumb wav->mp3 question

Hi,

what's the command to convert .wav files to mp3 format?

this is a dumb question 'cus I was doing it a week ago and after 3h
with apropos,dpkg -l,apt-cache search,and ls /usr/bin |less, I still
can't find it :(
