If it just shuts itself down on its own, something's wrong. When you run pppconfig, it should present a text-based menu allowing you to do such things as "Add a connection" or "Edit a connection" etc. If it just starts up and shuts down, like I say, something's wrong. In this case, you might try reinstalling it with "apt-get --reinstall install pppconfig".
If you get this menu, select "Add a connection"; it should walk you through the questions it needs to ask. If you hit a rough spot, don't hesitate to ask.
