Hi Johann!

No, it's not a bug. Install gnome-help-data. From the description:

'This package contains the Gnome online help browser data. This is
separate from gnome-help because it is architecture-independent.'

Dit is nie baie oulik as jy nie daarvan weet nie. :-(
