That's bad.  File a bug if you care.

In my copy of the openssh manpage there is no mention of that particular
problem.  It may mostly be indicating a lower-level networking problem.
If you're behind a socksified proxy, it is likely that you cannot
directly reach outside hosts.  It appears that your ssh is attempting
to make direct connections anyway.  It may indicate a ssh-socks problem
or a configuration issue.
