Ethernet card and promiscuous mode

Hello.  I can't get my eth0 to stay in promisc mode when I start snort
on my firewall/router.

Promiscuous mode enables, then exits immediately and then I get the
message:

pcap_loop: read: Network is down

Does anyone know what might be wrong here?
