Perhaps because not all their dependencies are in woody yet? To
understand some of how testing works, please read
http://ftp-master.debian.org/testing/.
Task packages will be gone by the time woody is released, by the way, to
be replaced by a better tasksel. For example, I believe 'apt-get install
task-gnome-desktop' will become 'tasksel install gnome-desktop'.
