At FTP server,

debian/dists/testing/Contents-i386.gz
or same for each arch-dists combinations.

has all files as included by packages.  Note that many post-inst scrips
creates files or renames them.

Parsing post-inst is tough job, ... I think.

Also, files installed has list in /var/lib/dpkg/info though these are non
conffile files.
