Yes, this is the correct syntax.  From man procmailrc:
       If  the regular expression contains `^TO_' it will be sub­
       stituted by `(^((Original-)?(Resent-)?(To|Cc|Bcc)|(X-
       Envelope|Apparently(-Resent)?)-To):(.*[^-a-zA-Z0-9_.])?)',
       which should catch all destination specifications
       containing a specific address.

So ^TO_ will expand to match pretty much anything indicating which
mailing list the message was sent to, and should catch them all.  It has
always worked for me (and I've lost track of the number of lists I'm on.
