My money is on inetd as the culprit ... edit /etc/inetd.conf and
comment out the smtp entry.  Then restart inetd with

  /etc/init.d/inetd reload

The default exim configuration runs queue runners from inetd (or at
least it used to).  I presume you installed Debian (which installed
exim as part of the base install) then upgraded to postfix.
