Check that you have the kernel-source package installed, and that
/usr/src/linux is a symbolic link to whatever directory it's in.

Are you running potato/stable? If so, do you have the following in
/etc/apt/sources.list?
deb-src http://ftp.debian.org/debian testing main contrib non-free
This will allow you to get packages from testing/woody with
apt-get source --build <package-name>

You can find you which meta-package a specific command is in with
apt-cache search <package-name>
