whoops -- you need to make some links into the /etc/rc*.d/* areas
that actually call the /etc/init.d/* scripts:
man update-rc.d
for example.
but for the task at hand, easiest thing to do is
apt-get install ipmasq
$EDITOR /etc/network/interfaces
ipmasq -v
done!
