Because apt has always looked in dists/ for the Packages.gz file. More
to the point, the package pool is there so that packages go in one place
no matter what distribution they're in; the Filename: fields in Packages
files then link into the pool from each distribution. It provides an
elegant way to implement things like 'testing', which otherwise would
have put an unacceptable load on mirrors.

It shouldn't be a problem for distributors, as CD image building tools
and the like should sort it all out appropriately.
