Although debian.com exists and redirects to the right place, debian.org
is the real domain; we're not a commercial organization.

That said: foo@debian.org addresses are only given to developers. If you
want such an address, you need to contribute to Debian. See
http://www.debian.org/devel/join/ (though be sure you're doing it for
more than the vanity e-mail address ;)).
