That's what its web-page seems to suggest, Actually, the principle advantage that I've found is that I don't have to do anything special to make pdftex happy. I can build the document as if my target were postscript, and then convert from .dvi to .pdf. The included graphics are .eps as always. It does a much better job with bitmapped fonts, yes.
