Perhaps another explanation.  I tried to install task-sgml today and it
failed, but pointed me to bug report 67549 for jadetex.  Actually the
gist of the report is that there is a problem with tetex-extra which can
be patched as follows:

Guys, wanted to get this patch to you.  I have isolated your bug and
it is indeed a tetex-extra bug.  Apply this patch if you need it going
now, or wait for fixed tetex.

I have isolated this problem.  It's a problem in the tetex-extra
package.  The bug is fixed by applying this patch:
