~/.Xmodmap:
keycode 78 = Multi_key
On a "standard" PC keyboard, this will map the Scroll Lock key to the
"Multi_key" function. So, then you type <Scroll-Lock>"a and get ä.
If you have such keys on your keyboard, maybe you want a different
keymap for X?
