use passive ftp

from `man ftp`

passive
              Toggle  passive  data  transfer  mode.   In passive
              mode, the client initiates the data  connection  by
              listening  on  the  data port.  Passive mode may be
              necessary for operation from behind firewalls which
              do not permit incoming connections.
