as root rsh my-debian-machine <command> works but "rsh mydebian-machine" not?

specifically (as ROOT) works as non root user

i run rsh mydebianhost

and it prompt me for a password. I type the correct password and
it still doesn't let me in.

However,

rsh mydebianhost <command>

works


this is from a solaris host to debian as root. Is there someplace
I have to allow root access.....YES I know this is probably
not that secure but i have added only a couple hosts
to /etc/hosts.allow

Is it a PAM module?
