You have to install gnome-help package, I believe.

I can't help you with gnome-ppp, since I don't use it. I used pppconfig
to configure my dialup cponnection, and I use the 'modem-lights' 
gnome applet to execute 'pon' command to activate dialup and 'poff'
command to deactivate it.
