Correct.  Debian won't go into special agreements WRT software licenses,
but that doesn't prevent individuals from entering in to those
agreements in an unofficial role.

I actually believe that Pine can be included in Debian with its current
license.  The license does allow redistribution of modified binaries
provided that the letter 'L' is appended to the Pine version number
(i.e. the version would be 4.21L currently).  That doesn't require any
special license agreements on the part of Debian, and it does not
restrict further redistribution of the software.
