A Google search for "Windows Linux filesystem explorer" brings up a
number of results for both Win9x and WinNT.

I've no experience with any of these tools.

Another option is to export a Samba filesystem from a GNU/Linux box,
though I suspect you're trying to access ext2fs partition(s) from a
dual-boot system.
