"Can't do anything" doesn't tell us much.  What, _exactly_, have you tried
and what, _exactly_, happened?

No.  It's the address of the host at the other end of the ppp link.

                                                     ^^^^^^^^^^^^^
Note that this is the same as the P-t-P address that you are confused
about.  Pppd got it from your ISP.
