Apache and ssi

I am configuring Apache (1.3.9) for server-side includes, but don't want
them to be able to execute cgi scripts. Things are working fine (a litte
too fine, actually). Included documents are parsed and included, but if I
try the following:
	<!--#include virtual="/cgi-bin/whatever.cgi" -->
then the output of the script is placed into the document. From the docs,
I thought that IncludesNOEXEC should disable cgi execution. The #exec
element does not work, but #include does. Anyone know why this is
so? Thanks in advance for the help.
