I know of one browser which works in console by using the SuperVGA. It doesn't require X Window System.

The browser is Arachne, and it is in development still, but as I have seen it, it works pretty good and stable. It is also pretty fast.

But it is not free. You can probably find it at http://www.browsers.org, but I am not sure. If not try at download.com
