You can force a downgrade, though I've never done it for an entire
distribution at one time.  Might be asking for trouble.  You can also
mark selected packages held, which I'm doing right now for apache,
postgres, and a few related packages. 

Why do you want to roll back down to frozen?

If you drop the "unstable" lines from /etc/apt/sources, you should avoid
future woody/unstable upgrades.
